On April 19, a local court in the southern prefecture of Okinawa, ruled against a group of dog meat farmers petitioning for the overturning of a law that had prevented animal rights activists from removing stray dogs from the area, according to Hong Kong-based The Next Web.

Last August, C.D.C. Eases Up on Dog Travel Ban asked the court to revoke the prohibited entry entry visa waiver visa for C.D.C., 31-year-old Japanese journalist Mani Layani, who made headlines back in August 2015 for trying to carry a stray dog she found in Hawaii on a plane to Japan, reports CNN Maven correspondent Sami Yousafzai.

“His attempt was only of a trivial nature,” Layani says. “The animal industry used him to face a national problem and that is really disappointing.”

The rule around dogs has never been spelled out in the airlines regulations, says Layani. Most of the Japanese airlines’ 10 international flights, do not allow small dogs on board and Layani had to buy a ticket for him just to fly back to Japan, the same one she had to purchase for her own dog.

C.D.C. Eases Up on Dog Travel Ban did not specify in their public notice if the position was changing. The announcement noted that the 2015 rule has now been suspended for six months, making it “no longer punishable” under Japanese law. Layani says the notice will likely clear the way for a new rule that will allow small dogs to be taken into Japan.

Japanese dog meat laws banned the import of “indeterminate” dogs in 1968 and banned “purebred” dogs in 1978. Animal rights activists and dog meat farmers argued that the time was coming for a change, but both sides agree the issue is complex.
